Budget/Fiscal Management Responsibilities Evaluates the internal and external patient care environment for available resources and assesses needs Negotiates with clinical service chiefs regarding efficiency and to assimilate workload in-house Identifies and describes requirements to external medical service contractors Integrates VHA, VISN, and DoD regulatory and policy changes into CITC processes with minimum system impact Evaluates and implements external evidence-based best practices for CITC Utilizes advanced analytical and statistical methods and real-time tools to develop and adjust forecasting indicators to predict and follow CITC efficiency and effectiveness Develops emergency contingency plans to respond to large influxes of eligible and non-eligible beneficiaries in cooperation with the National Emergency Management System Responsible for the overall CITC budget, oversight of expenditures and in reallocating funds based on shifting needs for the entire service Provides direction to Service Chiefs on real and potential budget impacts related to CITC processes and resources Develop work improvement plans and recommend personnel actions when necessary Advises the Executive Leadership team and Service Chiefs on planning and execution of CITC budget Reviews and approves budget formulation involving review and preparation of budget estimates and financial plans using analyses of data for prior, current, and future years Oversees resources utilization, resolving problems and determining funding and resource requirements including reprogramming and adjustments to cover unanticipated expenses and emergencies Appraises executive leadership regarding adequacy and appropriateness of the Care in the Community's scope of services, equipment, and professional and support staff Provide counsel on administrative, disciplinary, and human resource matters for employees Reviews/approves performance work statements and quality assurance plans for contracts Provides oversite of contracts, including the monitoring program, and corrective actions Systematic Access Management Utilizes qualitative and quantitative methods for assessment and improvement of access resources and actual/potential utilization Determines methods to evaluate return on investment and utilizes the information to sequence strategic changes in access policy or programs Reviews Office of Inspector General audit reports, proposed legislation, draft VHA handbooks and directives and proposed accreditation standards Responsible for oversite of CITC Program Coordination Provides oversite of procedures for Non-VA emergency care for veterans, including administrative appeals (Notice of Disagreement) Collaborates with Senior Leadership and Clinical Service Chiefs to determine CITC priorities Supervisory Responsibilities Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules for completion of work Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees Evaluate work performance of subordinates Give advice, counsel, or instruction to employees on both work and administrative matters Interview candidates for position in the unit; recommend appointment, promotion, or reassignment to such positions Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager Effect minor disciplinary measures, such as warnings and reprimands recommending other action in more serious cases Identify developmental and training needs of employees, providing or arranging for needed development and training Find ways to improve production or increase the quality of work directed Develop performance standards Carry out Equal Employment Opportunity policies and program activities Other duties as assigned Work Schedule:

Individual Occupational Requirement:
The Health System Specialist series, 0671, has an Individual Occupational Requirement that must be met. You must have undergraduate and graduate education with a major study in:
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Experience progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement, applicants must meet the following experience requirements:
GS-12 grade level:
One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized typically experience includes experience performing three of the following tasks:
collecting, analyzing and interpreting a wide variety of data and reporting results; using qualitative and/or quantitative methods to make improvements; supervisory duties such as setting priorities, assigning work and/or evaluating work; interpreting and developing standards, policies, and/or regulations; maintaining budget and/or staffing plans in a health care system. Physical Requirements:
The work is sedentary and occasionally requires carrying of light objects such as files, books and papers; some walking, stair climbing, standing and bending. The work requires frequent travel within SFVAHCS geographical area with potential occasional state and national travel. Work Environment:
Work Is performed in an adequately lighted and climate-controlled office setting. Work requires the ability to lead and work within teams. Work requires the ability to communicate effectively verbally and in writing and be receptive to frequent impromptu requests for information from senior leadership on short notice. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
