Health System Specialist

-Incumbent conducts projects and performs assignments as a Health Systems Specialist for the SFVAHCS. -Conducts studies and special projects to implement health care delivery programs and improve the efficiency and reliability throughout the facility and CBOCs. -Provides a variety of professional-level health care administrative support functions for facility leadership in matters such as personnel, fiscal, research, supply and administration. -Performs administrative, evaluative or technical work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, and morale. -Incumbent may also perform budget analyst duties. -Acts as Chair of the Facility's HRO Workgroup and is available to serve on the the VISN's HRO workgroup if requested by VISN leadership. -Conducts analyses of all aspects of current or projected health care programs throughout the facility for effectiveness in achieving planned goals and objectives and meeting the needs of Veterans and general public. -Develops, maintains, and monitors integrated reporting systems affecting various facility program functions and operations that are extensively interrelated. -Communicates information to management for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. -Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical, and narrative data, etc. for executive-level presentations and briefings. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
a background in patient safety and/or work with implementing High Reliability initiatives in healthcare. Fluent knowledge and understanding of Root Cause Analysis, Systems, Crew Resource Management (CRM), Just Culture and the characteristics of High Reliability Organizations (HRO). Evidence of and background in healthcare leadership with experience leading cultural and organizational change. Knowledge of the general principles of health care management and methods of organization and administration. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). . OR, Combination:
Equivalent combinations of successfully completed graduate-level education (beyond 18 semester hours) as described above. You will be rated on the following Competencies for this position:

Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
