_MAJOR DUTIES_ :
Responsible for performing analytic and technical assignments related to the planning, requirements analysis, Request for Proposals (RFP) writing, procurement, and life cycle cost support functions necessary for the installation, upgrade and integration for the Great Plains Area data/voice/ video/video network and associated switching, routing equipment. Provides technical assistance and consultation to service units, Area users, and Area Chief Information Officer (CIO) when requested.
Provides technical advice to the Area Office and service units in developing requirements analysis, RFP for data/voice/video communications systems and services. Formulates, develops and executes short or long range plans for the use of telecommunications systems by identifying and defining applications, developing and evaluating cost benefit analysis projections, integrating future applications into current systems and planned expansions.
Serves as the training advisor for network communications systems and services. Trains and assists instructors in dealing with general special network communications topics.
Performs other position related duties as assigned.

GS-12: One (1) year of specialized experience at the next lower grade level is required.
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized Experience Defined : Responsible for performing analytic and technical assignments related to the planning, requirements analysis, Request for Proposals (RFP) writing, procurement, and life cycle cost support functions necessary for the installation, upgrade and integration for data/voice/video network and Active Directory environment including associated processing hardware, switching, routing, video endpoint and infrastructure equipment. Responsible for performing system administration duties related to the support, maintenance, and management of the Agency's Directory Services Domain including assisting with SharePoint site creation, support and user management. Must be able to provide technical, engineering, and service support in the area of requirement identification and validation; Ability to review and approve of installation, cutover, acceptance testing, and follow on implementation stages. Must have working experience and responsibilities in planning, developing, implementing, and maintaining the telecommunications infrastructure. This includes installing, configuring, maintaining, supporting, and optimizing all switches, routers, services, telephone systems, voicemail, PBX communication systems, wireless, and video conferencing environments; along with analyzing and resolving telecommunications circuit issues

CONDITIONS OF EMPLOYMENT:
